An expert witness is a person whose opinion, by virtue of their education, training, certification, skills, or experience, may aid a jury in making sense of the factual evidence of a case. Testimonies from expert witnesses have the capability to greatly affect the decision of a judge and/or jury. The Federal Rules of Evidence (FRE) 702 strictly outlines the admissibility standards of experts. Rule 702 lists specific definitions of (a) the qualifications of the expert witnesses and (b) the level of admissible testimony. An expert only meets the standards of a reliable expert witness when they satisfy all of the four primary pillars defined in the FRE 702.
An expert witness' role is to testify in cases where they can provide clarification on specific, case-related details. State and federal courts allow expert witnesses to take the stand if a pressing issue prevents a final decision. Their opinion is based solely on their experience and facts.
A lawsuit involving police misconduct, excessive force, or violation of constitutional rights may require the testimony of a police procedures expert witness to provide insight into proper police protocol and procedures.

The information gained through the application of a threat assessment may be used to develop appropriate action plans to reduce consequences and manage risks, reduce liability as well as for the development of mitigation strategies that can lessen the liability and increase safety.
